Former Schaumburg police narcotics officer Matthew Hudak, 37, pleaded guilty Tuesday, April 29, 2014 to operating a drug ring with two fellow cops and received what could amount to a 12-year prison sentence.

Hudak is one of three former Schaumburg officers accused of running a drug ring by re-selling cocaine and marijuana they stole from drug dealers and police seizures.

Hudak pleaded guilty to delivery of a controlled substance, official misconduct, burglary and offense of armed violence. He told the judge he was sorry for his actions and for casting a “dark shadow” on the police enforcement community.

Hudak faces up to 30 years in prison.

Co-defendant Terrance O’Brien pleaded guilty in March 2014, and is expected to receive a 12-year prison sentence.

All three officers Matthew Hudak, John Cichy and Terrance O’Brien were told they were on assignment for a tactical operation or sting operation, possibly at a strip mall. When they arrived at their “assignment” or sting operation, the three Schaumburg Special Investigations Bureau police officers quickly learned that they were the subjects of the tactical operation and were arrested by Federal DEA authorities. Hudak, Cichy and O’Brien were arrested on multiple drug-related and/or felony charges Wednesday, January 16, 2013 — late Wednesday/early Thursday morning and were booked at DuPage County jail.

Schaumburg Police immediately reported that the Village of Schaumburg had launched an internal investigation into the actions of the police officers, and that the three Schaumburg Police officers were been placed on administrative leave pending the outcome of a criminal investigation being carried out by the DuPage County State’s Attorney’s Office.

Hudak, and co-defendants John Cichy and Terrance O’Brien all resigned from the Schaumburg Police Department immediately after the arrests.

 IMPORTANT ALERT …

Cardinal Note: As of June 5, 2013 — up to and including the date of this article — police incidents related to the above police agency are not reported in real time or within a prompt time period. Police protecting their realm of investigation and police activity, have chosen to use secret military-grade encrypted radios to withhold their police communications, which were previously open to the public and news media via monitoring of public safety scanning radios — with no known negative results locally.

The delayed knowledge or entirely blacked out knowledge resulting from encrypted police communications may protect certain police operations and investigations, but it also puts the public at risk in situations such as when armed and dangerous offenders are at large and when other similar situations occur, such as when desperate offenders of property crimes are eluding police. In other cases, the delayed or blacked out information inhibits or prohibits the possibility of the public providing early witness accounts before a criminal trail goes cold. Citizens are much more likely to recognize or recall suspicious or criminal activity if they are aware of the criminal incident within minutes or hours of its occurrence. The most serious incident involving dire results would be a trail that is allowed to go cold in the case of child abduction.

The lack of real time information from public police dispatch also weakens an effective neighborhood watch program mostly working to prevent property loss, but also working to prevent possible violent crimes.

Police have alternate ways to transmit tactical, operational or investigative information, while still keeping their main public dispatch channels open for the best balance of public safety and police safety.

Schaumburg Police Begin IDOT-Funded Late-Night Traffic Safety Enforcement Crackdown

$
0
0

The Schaumburg Police Department today announced its late-night plans for the 2014 Labor Day “Drive Sober or Get Pulled Over” Impaired Driving Crackdown focusing on the deadliest time of day for motor vehicle fatalities. The intensified enforcement effort against the overwhelming number of late-night impaired drivers and seat belt law violators emphasizes the disproportionate number of traffic deaths occurring during late-night hours. According to data from the Illinois Department of Transportation (IDOT) and the National Highway Traffic Safety Administration (NHTSA), the midnight to 3 a.m. timeframe is the deadliest time on Illinois roads. The data also shows this time of day has the highest percentage of alcohol involvement and the lowest occupant restraint use. This crackdown will run from August 15th through September 1st.

“The numbers do not lie. To help prevent fatalities on Illinois roadways, we are stepping up our late-night enforcement efforts, making sure impaired drivers are off the road and motorists are buckled up,” said Community Relations Sgt. John Nebl. “If you drive impaired or unbuckled at night, we will find you and arrest you or give you a ticket.”

The Schaumburg Police Department recommends designating a sober driver and not letting friends and family drive impaired as just two of several simple steps to avoid a tragic crash or an arrest for impaired driving. Other important tips include:

• Plan ahead. Designate a sober driver before going out and give that person your keys.

• If you are impaired, call a taxi, use mass transit or call a sober friend or family member to get you home safely.

• Promptly report impaired drivers you see on the roadways to law enforcement.

• Wear your seat belt and make sure all passengers are safely buckled up. It is your best defense against an impaired driver.

The law enforcement crackdown is funded by federal traffic safety funds through IDOT’s Division of Transportation Safety and it runs concurrently with a media campaign that will remind motorists, “Drive Sober or Get Pulled Over.”

Schaumburg police responded about 12:55 AM Sunday to a report of criminal damage to property — mailbox smashing — in the area of Weathersfield Way and Roselle Road Schaumburg, IL. Police received reports that a passenger with a pipe in a white car was damaging mailboxes in the Kingsport subdivision and approximately in the area of Weathersfield Way between Roselle Road and Plum Grove Road, and also northwest of the Kingsport subdivision on Walnut Lane between Schaumburg Road and Bode Road.

Schaumburg police officers were able to quickly locate a vehicle matching the description, and the driver and a passenger — both teens — were taken into custody for investigation.

Early Monday morning the two teens were arrested after Schaumburg police say they smashed as many as 75 mailboxes on the city’s northwest side — 53 mailboxes in Beat 5 and 22 mailboxes in Beat 1.

Eric A. Beck, 19, of Pleasant Drive in Hoffman Estates was charged with multiple counts of misdemeanor criminal damage to property. A 17-year-old Hoffman Estates juvenile was also charged with misdemeanor criminal damage to property.

Beck posted $1,500 bond and was released. He is scheduled to return to Rolling Meadows court October 15, 2014.

Schaumburg police remind members of the public that this arrest and complaint contains only charges and is not proof of the defendant’s guilt. A defendant is presumed innocent and is entitled to a fair trial in which it is the government’s burden to prove his or her guilt beyond a reasonable doubt.

Schaumburg Police to Begin Carrying Nasal Narcan Antidote Kits for Heroin Overdoses

$
0
0

Beginning this week Schaumburg police will start carrying a drug that firefighter/paramedics have been carrying for decades. The extra seconds afforded because police officers often arrive a few minutes before the rescue ambulance arrives is considered to be life saving.

Schaumburg police have joined a proven DuPage County program which provides police officers with the drug Naloxone or Narcan — a heroin antidote.

Every Schaumburg squad car will be equipped with a dose of the drug Naloxone. The drug counteracts the depressive effect of heroin which can cause respiratory arrest and cardiac arrest. Naloxone can cause a dramatic reversal from an unconscious and near death state to an alert and combative state. When Narcan is administered intravenously, the onset of action is generally apparent within two minutes. The onset of action is slightly less rapid when it is administered subcutaneously or intramuscularly. The Schaumburg police have a Narcan kit uses nasal administration.

One study has shown that the nasal administration of naloxone resulted in less patients experiencing agitation upon awakening compared to the intravenous or intramuscular routes of administration.

In some situations, police in other communities have administered two doses and then paramedics administer the third dose.

Some of Schaumburg’s police vehicles also carry an AED or Automated External Defibrillator, which is used for cardiac arrest — especially in the case of heart attacks.
