Schaumburg police responded about 3:15 PM Thursday to a battery in the block of 600 Limerick Lane Schaumburg, IL. Police received a report of a simple battery. No details available on any arrests at the scene.

Police have alternate ways to transmit tactical, operational or investigative information, while still keeping their main public dispatch channels open for the best balance of public safety and police safety.

Armed Robbery at Shell Gas Station at Higgins Rd and Mall Dr, Schaumburg: Possible Repeat Offender in Northwest Suburbs

Schaumburg police responded on 11:34 PM Tuesday to an armed robbery at Shell gas station at Higgins and Mall Drive Schaumburg, IL. The Schaumburg Police Investigations Division is issuing a Community Alert for a suspect believed to be responsible for a string of armed robberies throughout the northwest suburbs. The suspect has committed one robbery in Schaumburg on November 5th, but detectives are attributing possibly 15 robberies to this offender throughout the area. The suspect generally targets gas stations. The suspect wears a black hooded sweatshirt that covers his face, displays a black handgun, and demands money and Newport cigarettes.

Body Found South of Olympic Field Near Old Schaumburg Rd And Martingale Rd, Schaumburg

Schaumburg police and firefighter/paramedics responded about 10:13 AM Saturday to report of a body found in a vacant property near Martingale Road and Old Schaumburg Road Schaumburg, IL. Police and firefighter/paramedics received a report that a body was discovered in a vacant property south of the soccer fields at Olympic Park. Officials confirmed a deceased victim was found at the scene between two ponds, east of the water treatment facility.

A death investigation is underway. A self-inflicted wound may be involved in the case.

Crash with Injuries, Report of One Car Under Another at Golf Rd and Roselle Rd, Schaumburg

Schaumburg police and firefighter/paramedics responded about 8:48 AM Tuesday to a report of crash with injuries at Golf Road and Roselle Road Schaumburg, IL. Police and firefighter/paramedics received a report that one vehicle was under another vehicle. Police reported all vehicle occupants appeared to be out of their vehicles and walking around.

Firefighters on scene reported four vehicles involved in the eastbound lanes of Golf Road. Possibly one injured, and three medical releases.

Missing Schaumburg Mom Beata Candre Has Been Located Alive And Safe in Chicago, Police Continue Investigating Her Disappearance

Schaumburg resident Beata Candre who was reported missing by her family in October is alive and has been located. Candre was located in the Chicago area today. Schaumburg Police detectives are continuing the investigation into her disappearance at this time.

Arlington Heights police received a report on Saturday of a theft of a credit card holder and credit cards at Marshalls 601 East Palatine Road Arlington Heights, IL. Police received a report that an unknown offender or offenders took a

The victim came to the police station reporting that credit cards were stolen and unauthorized charges using two different credit cards occurred. The victim received a report of suspicious activity on the credit cards after a $6000 charge occurred at Apple, a $2000 charge occurred at Macy’s, and a $2500 charge was attempted but declined after a second attempt at the Apple Store.

The crime is reported to have occurred on Saturday, December 7, 2013 between 3:00 p.m. and 4:18 p.m.

Vehicle Crashes Into Light Pole, But No Victims on The Scene Near Napleton Mazda, Schaumburg

Schaumburg police and firefighter/paramedics responded about 9:28 PM Thursday to a report of crash with possible injuries at 110 West Golf Road Schaumburg, IL. Police and firefighter/paramedics received a report that car hit a light pole. When a Schaumburg Fire Department paramedic crew arrived on the scene, the found a vehicle hit a light pole with lines down and arcing, but found no victims.

An engine crew and battalion chief were added to the call. Police and firefighters are searching the area. A large light pole is down in the roadway with lane blockage on Golf Road

Schaumburg Police/School Lockdown: Are Police Keeping Up With Information Age in New Era of “Unidentified Emergency Situations?”

Tuesday about 10:00 a.m. Schaumburg Police Department was testing its emergency alerting system via Schaumburg’s 911 dispatch center, Northwest Central Dispatch when an error occurred that caused a false alarm that caused initiation of school lock downs.

Twitter alert from the Village of Schaumburg after a school lock-down message was sent in error on Tuesday morning (Correction Dated Feb. 4, 2014).

Schaumburg Police Department was conducting a routine test of its emergency notification system for schools. According to Schaumburg police, an unfortunate error occurred which resulted in a message being sent stating there was an emergency situation in the community that required schools initiate a lock-down. In a short period of time, and as soon as it was known that the wrong message was sent, the police department initiated contact with local schools to advise them that there was no emergency and they could resume normal school operations.

Instead of receiving information that the alert was a test message, Schaumburg’s School District 54 administrators received a phone alert of a real emergency involving an “Unidentified Emergency Situation.” Administrators contacted all 27 schools. The alert reached all schools in Schaumburg, including private schools and the Palatine-based Township High School District 211, which has schools in Schaumburg and Hoffman Estates.

Police immediately corrected the error with a notification to key school personnel. Nothing bad happened, except perhaps a few skipped heart beats. The false alarm raised awareness of key personnel to be prepared for emergencies that require a lockdown. More importantly, the incident causes a raised eyebrow about the limitations, safety and effectiveness of a narrow, centrally administered notification system. In other words, how safe is our society when all information comes from one centralized source. And what if that one centralized source makes an error in a real situation.

According to Community Relations Sgt. John Nebel of the Schaumburg Police Department, officers were using the “Everbridge Notification System” provided by Northwest Central Dispatch System. The error was 100 percent on Schaumburg police, according to Sgt. John Nebel. He added that Northwest Central Dispatch System (NWCDS) was not aware that the test was underway.

It is commendable that Schaumburg Police Department immediately revealed the error and informed the public. Mistakes can be made, and certainly most people have confidence that the Schaumburg Police Department will add safeguards to their testing operations to make sure this type of incident would not occur again. One common sense procedure would be to notify Northwest Central Dispatch whenever this type of a test is planned, as the performance of the dispatch center could have been negatively affected if citizens in mass started calling 9-1-1 inquiring about the lockdown with NWCDS not even knowing there was a lockdown or a test happening.

The Everbridge Notification System, sometimes known as “Reverse 911″ is also used by Arlington Heights Police Department. Most recently it was used to notify residents of an “offender at large” near the Northpoint Shopping Center area, temporary suspension of garbage collection in severe weather, and an incident involving a shooting of an Arlington Heights police officer and a subsequent hostage situation.

Many citizens criticize the vague or incomplete information regarding the alerts. The way some police departments manage their emergencies leads many to wonder, “What is worse? … Alerts that offer vague, limited, non-specific information; or comprehensive alerts that offer the best information available at the time?

In the name of Homeland Security, many police departments have left the media out of the real-time equation, but is this really the most secure way to operate?

The greatness of the United States is built partly on a principal of checks and balances. When police hold all the cards of information, especially in a dangerous situation or during a major emergency, there is the possibility of more harm, especially if they make a mistake at the top, or if necessary information does not flow to the right people. While it might be enticing to think that the police can keep us safe by receiving all information and deciding what is appropriate for citizens to know, this is not realistic in a major emergency, such as a tornado disaster, major aircraft crash, or major terrorist act. The police and firefighters will simply be overloaded. Information will suffer — perhaps to the point where more lives than necessary will be lost. The current trend for some police agencies is definitely not in characteristic of a healthy, functioning democracy. It looks more like a police state.

Across the United States police information services to the public vary widely. Some police agencies deliberately keep their police radio communications open to the public and use Twitter accounts for detailed updates to almost all incidents in their communities. Some cities provide live online accounts of the important data fields of their Computer Aided Dispatch systems, which list incidents as they occur (or with a slight delay).

Most police departments in the northwest suburbs use military-grade secret police radios that prevent the media and citizens from being aware of real-time information regarding incidents involving the police. The practice of using secret police radios not only might place citizens at risk in major emergencies, but the lack of awareness raises inconveniences to people in traffic situations, for example, and negatively affects the local economy by causing unnecessary fear, over-reaction, under-reaction, and possibly overly-prolonged reaction due to lack of information.

Compounding the issue of secret police radio channels, police agencies in the northwest suburbs have limited and/or inconsistent use of their Twitter accounts or other notification ssytems in real-time. Arlington Heights Police Department does the best job on their Twitter account regarding criminal incidents, but their messages are not real time, and tweets merely repeat their Citizen Observer information — an email subscription crime notification service available to residents and businesses. The Village of Schaumburg Twitter account does the best job of informing citizens of real-time traffic incidents, road closures and other statuses in the village, but is weak on real-time police incidents information. Some police departments in the northwest suburbs don’t have any Twitter account or any other means to notify citizens with an online record of what is happening. Police agency energy is definitely tipped toward protecting public safety information like it is a trade secret, rather then exerting energy giving citizens accurate information on the state of their public safety in real-time.

For some village leaders and police leaders, public information is a low priority afterthought. Ultimately it is up to citizens and business leaders to pressure politicians and village leaders to consider the importance of public safety information more seriously before terrorists, mass shooters or other offenders learn to take advantage of the inhibited real-time information available to the public.

Law enforcement experts to host informative seminar for Schaumburg area businesses

With targeted violence in the workplace on the rise, the Schaumburg Business Association, along with the Schaumburg Police Department and security risk management firm Hillard Heintze, are holding a seminar to help local business leaders learn more about workplace violence, how to prevent and plan for an incident.

The 90 minute presentation will be led by some of the country’s most experienced law enforcement officials who specialize in targeted violence. The team from Hillard Heintze will help business leaders know what an active shooter is and what motivates the person. To understand a targeted violence event, one must understand the threat assessment process and what red flags could indicate a potential problem.

Schaumburg Police and Hillard Heintze subject matter experts will describe what an Active Shooter Plan should entail; how companies can prevent, prepare, respond and recover from a targeted violence event.

Schaumburg Police Charge Counselor with Criminal Sexual Assault After Alleged Encounter in Vehicle Parked at Woodfield Mall

Schaumburg Police Department (SPD) detectives have charged a 51-year old counselor for allegedly having a sexual relationship with a 16-year old juvenile. Kelvin A. Perry (male/black, 51-yoa, dob: 01-27-1963, 4194 Brentwood Lane, Waukegan, Il) has been charged with one count Criminal Sexual Assault (Class 1 Felony) and one count Aggravated Criminal Sexual Abuse (Class 2 Felony).

On Sunday, February 9, 2014 a 16-year old ward of the state disclosed to her foster mother and to Schaumburg Police that she went to Woodfield Mall to meet Perry. The victim alleged that she then engaged in a sex act with Perry in his vehicle. Perry is alleged to have previously counseled the victim through a social services agency in Lake County, Illinois. Following a thorough investigation, the case was brought to the Cook County State’s Attorney’s Office (CCSAO). On Tuesday evening, the Felony Review Unit of the CCSAO approved the noted charge(s). Perry was in court to attend a bond hearing this morning (Wednesday, February 12th) at the Circuit Court of Cook County at 26th and California in Chicago. A judge set his bond at $200,000.

With a clean record, Perry has been a 15-year employee of Allendale Association — a Lake Villa-based not-for-profit agency with residential and outpatient programs that serves children with emotional and behavioral disabilities. After the allegations and arrest, Perry was placed on unpaid leave.

Schaumburg Police Department: Members of the public are reminded that this arrest and complaint contains only charges and is not proof of the defendant’s guilt. A defendant is presumed innocent and is entitled to a fair trial in which it is the government’s burden to prove his or her guilt beyond a reasonable doubt.

Schaumburg police and firefighter/paramedics responded about 6:48 PM Friday to a report of crash with injuries at Schaumburg Road and Springinsguth Road Schaumburg, IL. Police and firefighter/paramedics received a report of a crash with multiple vehicles and multiple injuries. One vehicle was also reported to be smoking.

Four ambulances responding with Squad 55 crew, Engine 51 crew and the Battalion Chief.

First paramedics on the scene report three victims possibly requiring Advanced Life Support. Paramedics also request a third ambulance, and then a fourth ambulance. One victim was transported to Level I Trauma Center Advocate Lutheran General Hospital

Head-on Crash Involving a Semi-Trailer Truck with Injuries Golf Road and Roselle Rd, Schaumburg

Schaumburg police and firefighter/paramedics responded about 4:22 AM Thursday to a report of crash with injuries at Golf Road and Roselle Road Schaumburg, IL. Police and firefighter/paramedics received a report that an 18-wheeler semi-trailer truck crashed head-on with a Cadillac.

Engine 54 crew reports there was no entrapment of any victims. The semi-trailer truck was leaking diesel fuel, and firefighters worked to stop the leak.

A second ambulance was requested by Battalion 5 — at least two people were injured in the crash.

Schaumburg Police Department Deploys New Special Operations Tactical Unit

The Schaumburg Police Department has deployed a new, highly visible Special Operations Division Tactical Unit to enhance enforcement efforts already taking place within the Village. Tasked with actively patrolling the village to address street level criminal/vice activity, the Tactical Unit supplements the Police Department’s contingency of patrol officers already on the street daily. Within the first two months of deployment, members of the unit have affected approximately (55) misdemeanor and felony arrests combined and issued more than (350) Traffic Citations or Written Warnings to motorists.

“We have many outstanding employees, both civilian and sworn,” Police Chief James Lamkin said. “The officers in this unit have demonstrated a focused and dedicated approach to combating crime and addressing community concerns. The Tactical Unit will be both highly successful in its mission and it will spotlight the exceptional caliber of the Schaumburg Police Department as a whole.”

Tactical Unit Officers are on the street daily, assisting patrol officers with in-progress calls and at the same time, bolstering the department’s enforcement efforts in the areas of drug, gang and criminal activity. This unit works hand in hand with the department’s drive to utilize crime analysis and intelligence gathering in identifying criminal activity and trending within the village. Based on data provided by the police department’s Investigation Division Crime
Analyst, the Tactical Unit addresses specific target problems – areas in the community where there may be increased instances of theft or burglary, reports of graffiti/potential gang activity, concerns about underage drinking and youths gathering or other criminal trends. Members of the unit provide a visible presence at hotels, retail establishments, parks, etc. In addition, in the near future they will be utilized at large-scale/high attendance, special events taking place within the community.

“It is rare to find a community that is not touched in some way by gangs or drugs. Schaumburg is no exception and we anticipate our new Tactical Unit will further reduce the low level of such street-based activity in the village,” said Lamkin. “I am proud of the success the Tactical Unit officers and supervisors have already had in addressing activity within the village. Working in conjunction with our already outstanding Patrol and Investigation Divisions, this unit rounds out and enhances our overall enforcement efforts.”

Lord & Taylor Hit By Jewelry Burglar Early Morning Before Opening At Woodfield Mall, Schaumburg

Schaumburg police responded about 5:00 AM Thursday to a report of a burglary or activated burglary alarm at Lord & Taylor at Woodfield Mall, 42.044568,-88.038823 (4 Woodfield Mall Schaumburg, IL). Police received a report that Lord & Taylor was burglarized early Thursday morning.

Apparently, video surveillance picked up an image of the suspect. The suspect is described as a male/white, 5’6″ with a stocky build, wearing a stocking cap.

The crime is reported to have occurred at 5:00 a.m.

Lord & Taylor has exterior doors, but it is not known at this time if there was forcible entry at an exterior door or an interior door … or if the subject hid in the store at closing time.

Ex-Schaumburg Police Investigator Terrance O’Brien Pleads Guilty to Drug Charges, Armed Violence, Official Misconduct, Burglary

Former Schaumburg police narcotics officer Terrance O’Brien, 47, pleaded guilty Friday, March 21, 2014 to operating a drug ring with two fellow cops and received what likely will amount to a 12-year prison sentence.

As part of a plea deal with DuPage County prosecutors, O’Brien agreed to testify against fellow Schaumburg police officers Matthew Hudak and John Cichy.

O’Brien admitted guilt to possession of a controlled substance, official misconduct, burglary and armed violence. The prison sentences might have added up to 38 years in prison, but with this latest news O’Brien will likely serve about 12 years. O’Brien was two years from retirement eligibility when he was arrested.

All three officers were told they were on assignment for a tactical operation or sting operation, possibly at a strip mall. When they arrived at their “assignment” or sting operation, the three Schaumburg Special Investigations Bureau police officers quickly learned that they were the subjects of the tactical operation and were arrested by Federal DEA authorities. Hudak, Cichy and O’Brien were arrested on multiple drug-related and/or felony charges Wednesday, January 16, 2013 — late Wednesday/early Thursday morning and were booked at DuPage County jail.

Schaumburg Police immediately reported that the Village of Schaumburg had launched an internal investigation into the actions of the police officers, and that the three Schaumburg Police officers were been placed on administrative leave pending the outcome of a criminal investigation being carried out by the DuPage County State’s Attorney’s Office.

Helicopter Search For Home Invasion on Pembroke Ln, Schaumburg Near Barrington Rd And Weathersfield Way, Streamwood

Schaumburg police responded about 8:40 AM Tuesday to a report of a home invasion in the block of 300 Pembroke Lane Schaumburg, IL. Police received a report that two men forced entry into the front door of a townhouse. While the resident of the townhouse was home, the offenders stole items inside the home and fled.

Schaumburg police, Streamwood police, along with a K-9 unit from the Cook County Sheriff’s Office and a Chicago Police helicopter conducted a search of the area around the home. Police did not locate the suspects.

Several people contacted The Cardinal Tuesday morning to inquire why a helicopter was hovering over Streamwood, and the area near Barrington Road and Weathersfield Way.

Armed Robbery at Target Pharmacy on East Higgins Rd, Schaumburg

Schaumburg police responded about 9:01 PM Thursday to an armed robbery at 1235 East Higgins Road Schaumburg, IL. Police received a report that a male/white offender was the offender in an armed robbery at the Target Store Pharmacy. The offender demanded Adderall while implying he had a weapon. No weapon was displayed.

The suspect is reported to be a male/white, age 25, 5’10″ with a thin build, wearing an orange and white hat and dark jacket. The offender was reported to be carrying a dark duffel bag.

The crime is reported to have occurred at 9:00 p.m.

Adderall — also known as amphetamine mixed salts — is used in the treatment of attention deficit hyperactivity disorder (ADHD) and narcolepsy.

Amphetamine is considered to have a high potential for misuse, and amphetamine salts can be crushed and snorted, or dissolved in water and injected.

Schaumburg Police Alert for Burglary Pattern at Two Apartment Buildings

NOTE: The goal of this article is not to criticize the Schaumburg Police Department. The goal is to lead citizens and police to be aware and understand the level of detail that is appropriate for public information — especially considering that police radio dispatches are no longer available to the public in real time. Schaumburg police are part of a dispatch system that requires they use encrypted police radio transmissions. It is unknown if it is actually the first choice of the Village of Schaumburg to use encrypted police radio transmissions.

The Schaumburg Police Department released an alert Tuesday, March 25, 2014 regarding recent apartment burglaries in the Village of Schaumburg. Police have identified a burglary pattern that has targeted two separate apartment properties during the last month. One property is located in Beat 6 (east side of the village) and one property is located in Beat 10 (north central part of the village).

Unknown offender(s) entered the apartment main lobby door (sometimes using force) and then apparently looked for an apartment where nobody is home. The offender(s) defeated the deadbolt with a pry-type tool damaging the door frame to force entry.

The offender(s) have taken large electronic items like TV’s, computers, and game systems. These burglaries generally occurred during the daytime. On two separate occasions neighbors either witnessed the offender(s) acting suspiciously as they entered the building or they heard loud noises as entry was being forced. In both cases the witnesses did NOT call 9-1-1.

Schaumburg police did not identify the specific addresses of the apartment buildings or a precise time frame of the burglaries, therefore the alert is lacking in some relevance to the target audience. Since Schaumburg police use secret radio communications with military-grade encryption to prevent dispatch communications from being monitored, neighborhood watch citizens or groups cannot gain real time awareness of fleeing burglars or other suspicious activity occurring locally. The delay in awareness also decreases the chance of recall of suspect descriptions, vehicle descriptions, and other crime-related activities. Due to the secret police communications, a healthy democracy with verification and cross-checking by an effective media motivated to provide details is thwarted.

Schaumburg police report that these types of burglaries may be prevented with a few simple measures.

First install 3” screws in the strike plate making the deadbolt and door frame more
difficult to compromise.

Second, ensure “peep-hole” eye viewers cannot be unscrewed providing the offenders a view inside the apartment.

Finally, immediately call 9-1-1 to report any suspicious persons or suspicious noises.
