Schaumburg Police/IDOT Grant Memorial Day Enforcement Program Underway

Illinois Department of Transportation Sustained Traffic Enforcement Program (STEP)
During the period of May 10, 2013 through May 27, 2013, the Schaumburg Police Department will be conducting the Memorial Day enforcement campaign of the Illinois Department of Transportation’s Sustained Traffic Enforcement Program (STEP). This project will be running in conjunction with the national “Click it or Ticket” campaign. Officers will be assigned to various areas where they will be enforcing violations of occupant restraint laws. The areas chosen have been found to meet at least one of three criteria: high accident rate, low passenger restraint usage, and/or high speed location.

This campaign will consist of nine enforcement dates. Officers will be hired back on an overtime basis so this will not interfere with normal police operations. Although the officers are mainly enforcing occupant restraint violations, they will be using a zero-tolerance for all traffic violations they observe during these selective enforcement projects.

Through participation in this grant, our goal is to reduce traffic crash injuries and fatalities by concentrating efforts on occupant restraint violations, speeding violations and impaired driving.

Hit-and-Run: Pedestrian Hit at Allison Lane and Braintree Dr, Schaumburg

Schaumburg police and firefighter/paramedics responded about 5:00 PM Wednesday toa hit-and-run car vs pedestrian Allison Lane and Braintree Drive, Schaumburg IL. Police and firefighter/paramedics received a report that a pedestrian was hit at about 4:55 p.m. The extent of the injuries were initially unknown.

The offending driver was described as a heavyset female Indian about 45-50 years-old, and driving a green Hyndai SUV. The offender fled left on Braintree and then right on Parker.

Criminal Damage to Property Schaumburg: Multiple Mail Boxes Damaged Kingsport Drive, Bridgeport Drive, and Wingate Drive

Schaumburg police received multiple reports about 7:00 AM Saturday of criminal damage to property in the block of Kingport Drive and Governor Drive Schaumburg, IL. Police received a report that an unknown offender or offenders criminally damaged multiple mailboxes along Kingsport Drive, Bridgeport Drive, and Wingate Drive.

The crime is reported to have occurred sometime overnight.

The US Postal service will deliver to the mailbox even if it left on the ground. If no mailbox is available, the mail is returned to the local post office.

Police Activity: Robber Rips Necklace Off Girl’s Neck, Police Searching For Offender Near Golf Rd And Walnut, Schaumburg

Schaumburg police responded about 12:14 PM Saturday to a strong arm robbery in the area of Golf Road and Walnut Avenue.. Police received a report that a man ripped necklace jewelry off of a girl’s neck — possibly near Evening Song — while she was walking in an apartment complex.

Police described the offender as a male/black in his late teens or early 20s. The subject is also described as light-skinned with short hair and a mustache. He was wearing a tank top and has a large tatoo.

The offender pushed the girl down and, after ripping off the jewelry, asked for everything else she had. She was not carrying any other possessions.

Arlington Heights police responded with a K-9 unit. Police are searching the area for the offender.

About 30 minutes later no complaints were signed by the victim, and the search was terminated.

Two Strong Armed Robberies in Three Days Between Golf Rd and Bode Rd, NW Schaumburg

Strong Armed Robberies – Beat 1

The Schaumburg Police Department is issuing a Community Alert for residents in Beat 1 as a result of two strong armed robberies that have occurred over the last three days. Both crimes occurred within a few blocks of the intersection of Knollwood Drive and Pennview Lane on the far northwest side of the village.

On Saturday May 18th at 11:50am, a 28-year old female resident of Schaumburg was walking on the 1900 block of Windsong Drive [MAP]. A lone offender walked up from behind the victim, passed her, then turned and pushed the victim to the ground. The offender then grabbed two gold necklaces from the victim’s neck and fled on foot. The offender was described as a male/black, 18-yoa, 5’07”, husky build with short black hair. He was wearing a white sleeveless shirt and white shorts and had a large unknown type tattoo on his right arm/shoulder.

On Monday May 20th at 8:50am, a 54-year old female resident of Schaumburg was on the 2300 block of Good Speed Lane [MAP]. The victim was approached by an offender grabbed and yanked a gold chain from her neck. The offender was described as male/black, 20-25-yoa, 5’06”, medium build, with partially shaved hair. He was wearing a blue short-sleeve t-shirt with red writing. The offender fled on foot with a second person who was only described as male/white.

Neither victim was injured in these incidents. Residents are reminded to remain aware of their surroundings while in public. Please call 9-1-1 immediately if you observe any suspicious persons, observe people who appear to be loitering, or observe people who appear to be watching or following others as they walk.

Teen Cleans Out Cash Register at Cleaners on West Golf Rd, Schaumburg

Schaumburg police responded about 9:10 AM Friday to a theft at Countryside Cleaners, 1761 West Golf Road Schaumburg, IL. Police received a report that a teen-aged male/black subject took all the money out of the cash register and fled from the cleaners storefront.

The owner was at the back of the store when the incident occurred.

The offender is described as a male/black with short hair, teen-aged, wearing a gray shirt and dark jeans. He fled on a black bicycle. He was last seen heading eastbound on Golf Road toward an apartment complex.

The incident was captured on video.

Schaumburg police arrested a DUI driver 4:20 AM Sunday near Schaumburg Road and Roselle Road Schaumburg, IL. Police received a report about 3:59 AM Sunday that a man was passed out behind the wheel of a black Chevy Trailblazer. Police and firefighter/paramedics responded

Police transported the driver in custody to Schaumburg Police Department Headquarters. The driver’s black Chevy Trailblazer was towed to a police holding area.

“Cop on the Rooftop” at Dunkin’ Donuts Friday, May 31, 2013 from 6AM to 2PM

For the seventh consecutive year Schaumburg Police Officers will be on the rooftop of a local Dunkin’ Donuts store to have fun with our residents and raise funds for the Illinois Special Olympics. Officers will be selling hats, t-shirts, and travel coffee mugs with all proceeds going to the Special Olympics. Patrons will receive coupons for coffee and donuts for their contributions. Illinois police officers raised more than $200,000 for the Illinois Special Olympics in 2012 through the “Cop on the Rooftop” event.

This year 150 Dunkin’ Donuts locations throughout the state will have local police officers on their roofs to support the Special Olympics

Schaumburg Police Officer Bryan Woodyard Faces Official Misconduct Charges After Allegedly Keeping .22 Caliber Revolver Turned in by Resident

Schaumburg, IL— Village Manager Ken Fritz and Interim Chief of Police Ken Bouche said that the successful outcome of a Schaumburg Police investigation into allegations of officer misconduct is the direct result of the Department’s sharpened focus on officer accountability, professional standards and resolving issues more efficiently and effectively.

Village officials announced today that former officer Bryan Woodyard, a seven-year member of the Schaumburg Police Department (SPD), faces official misconduct charges as the result of an investigation launched in late April by the SPD into allegations that the officer kept a .22 caliber revolver that had been turned in by a resident.

On Tuesday April 23rd, two citizens came to the Schaumburg Police Department to turn in a handgun. Officer Bryan Woodyard accepted the weapon without creating a report or record of the transaction and retained it in his own possession. On Friday, April 26th, one of the citizens spoke with Interim Chief Bouche and reported that she was uncomfortable with the way the transfer took place and the interaction she had with the officer.

Within a few hours after speaking with the witness, the Schaumburg Police Department launched an investigation, interviewed the officer and developed sufficient evidence to place the officer on administrative leave. The Department also notified the Cook County State’s Attorney’s Office. As a result of the Department’s investigation; Village officials received Woodyard’s resignation yesterday.
Working with the Cook County State’s Attorney’s Office, the Department has charged Woodyard with two counts of official misconduct for keeping the .22 caliber revolver that had been turned in by a resident.

“I am pleased to see the Department address this matter so quickly,” said Fritz. “I’m proud that our Police Department quickly confirmed the incident, captured important information, recovered the property in question, and pursued appropriate action immediately against this officer within a matter of hours. This investigation illustrates our commitment to uphold the integrity of the Department and its officers and the trust of our citizens.”

Interim Chief Bouche is also spearheading Hillard Heintze’s full, independent assessment of the Schaumburg Police Department. According to Bouche, this investigation is the most recent example of a Department that is working together and is 100 percent dedicated to preserving its integrity and defending the trust the public has placed in it. On a daily basis, I am reminded of the exceptional capabilities of the men and women of the Schaumburg Police Department and their dedication to serving the residents of Schaumburg.”

Woodyard has been charged with two counts of Official Misconduct—knowingly performed an act which he knew he is forbidden by law to perform; to wit: the theft by unauthorized control over the property of the Schaumburg Police Department in violation of 720 ILCS 5/33-3(b), and intent to obtain a personal advantage for himself, performed an act in excess of his lawful authority; to wit: he accepted ownership of a handgun as an Officer of the Schaumburg Police Department intending to keep it for his own personal use in violation of 720 ILCS 5/33-3(c).

Woodyard was processed and attended a bond hearing this morning at the 3rd District Cook County Circuit in Rolling Meadows. Bond was set at $5,000.00 and his next court date is June 18, 2013 in Rolling Meadows.

Members of the public are reminded that this arrest and complaint contains only charges and is not proof of the defendant’s guilt. A defendant is presumed innocent and is entitled to a fair trial in which it is the government’s burden to prove his or her guilt beyond a reasonable doubt.

CROWDSOURCE: Theft of Customer Apple iPhones During Group Training at Apple Store Woodfield Mall, Schaumburg

ARLINGTON CARDINAL CROWDSOURCE received a report about 10:24 PM Monday of a theft at the Apple Store Woodfield Mall, Schaumburg, IL. CROWDSOURCE received a report that an unknown offender or offenders took two Apple iPhones and cases at the Apple Store at Woodfield Mall.

Two Apple iPhones were stolen out of a handbag on a training table while group training was taking place in the middle of the Apple store.

Purple case value 29.99

A third party reported that Woodfield Mall Security could only provide a phone number for Schaumburg police after being told both personal and business phones were stolen. The victim(s) asked for the address of the nearest police station, but Woodfield Mall Security could not provide the information. No confirmation whether the victim(s) notified Schaumburg Police Department.

The crime is reported to have occurred on June 7, 2013 between 11:35 AM and 11:45 AM.

Schaumburg Police Sergeant John Nebl Sets the Standard in Public Information for Public Safety and Awareness

Schaumburg Police Department this week launched a Twitter account (@SchaumburgNebl) dedicated to Schaumburg police press releases, community alerts, and specific tweets retweeted from the Village of Schaumburg Twitter account (@SchaumburgIL).

As the Public Information Officer for the Village of Schaumburg, Sergeant Nebl wasted no time establishing the Twitter account when police radios were no longer capable of being monitored by the media and concerned citizens. He thoroughly understands how lack of citizen awareness regarding public safety incidents is a safety problem on its own.

On the emergency scene Sergeant Nebl sets the standard for police and public safety interaction with the public and the media, and his fellow first responders. When assigned to police activity at fire/rescue scenes, Nebl is proactive by monitoring fire communications while firefighters are at work at an emergency scene. His vigilance results in the police department being ready to act before they even receive the request from fire command. Before police/fire scanners became obsolete on June 5, 2013 for much of the fire communications in the northwest suburbs, Nebl fully used a scanner to monitor the big picture during emergency operations. He is still able to hear what mutual aid equipment is arriving in Schaumburg with a scanner, but in order to hear fireground communications in an emergency he has to put his own police-issued radio on scan mode, or listen to a second Schaumburg-issued radio to hear the fire side without missing the police-side communications.

Additionally with his vigilance, he is the antithesis of “the left hand not knowing what the right hand is doing” which is so common in government. He is more capable than most professionals at absorbing and releasing the complete picture, which the public has a right to know and understand. From his heart, he wants people to understand how crises, fires and crashes happen, so people might learn and prevent many hazards that could put their own lives at risk.

Nebl also makes it clear that he wants to work cooperatively with the media. Another reason he set up the police Twitter account was to eliminate the need for the media to spend energy filtering out the higher profile news events from the general Schaumburg twitter account. Already, the Village of Schaumburg general Twitter account is managed well with continuous alerts about traffic and road closures, weather events that might affect citizens, police activity; and also includes commerce and community event information. The citizens of Schaumburg now have the best of both worlds regarding tweets from the village.

Schaumburg Police Department is the first police agency in the Northwest Central Dispatch System (NWCDS) to activate a Twitter account for a wide range of incidents — from traffic to major crime incidents. The NWCDS 911 Center, which switched to a secret police radio system that prevents the use of a police scanner (a primary and traditional tool of the news media) prevents citizens from being fully aware of public safety emergencies.

Arlington Heights police have a useful Twitter account, but releases are mostly limited in intervals throughout the week regarding property crimes and alerts about suspicious persons, and some, but not all violent crimes.

Arlington Heights Fire Department has no active Twitter account, and does not issue press releases.

On Wednesday, The Cardinal reported that many of the police and fire agencies in the northwest suburbs have FAILED to provide an alternative consideration for keeping people aware of public safety incidents after the switch to secret police radio dispatches.

Major cities and major metropolitan areas, such Arlington (Virginia), Boston, Chicago, Los Angeles, Milwaukee, New York, Portland (Oregon) have taken extra considerate measures for their citizens by providing information on social media, such as Facebook or Twitter, or on dedicated web pages that show Computer Aided Dispatch (CAD). Schaumburg is now among the leaders.

Sergeant Nebl has extensive training, certification, and operational experience in crime prevention, personal safety, Crime Prevention Through Environmental Design (CPTED), the Crime Free Multi-Housing Program, police use of force, firearms, and defense and arrest control tactics. Sergeant Nebl has been involved in policy development and employee training related to bomb threat response, building evacuation and emergency procedures, work place violence, school safety (Code Red school lock-down), police use of force, police firearms, and police control tactics.

Sergeant Nebl was an honorable mention recipient as a runner-up for the 2003 Police Officer of the Year from the International Association of Chiefs of Police and Parade Magazine. He was the 2004 Illinois VFW Law Enforcement Officer of the Year and received the Cook County Sheriff Law Enforcement Award of Merit in 2000. Nebl has also received nine Honorable Mentions and one Chief’s Award of Merit from the Schaumburg Police Department.

Third Strong Armed Robbery in Two Months in Schaumburg

Schaumburg Strong Armed Robbery suspect (Computer generated likeness of suspect).

The Schaumburg Police Department (SPD) is requesting the public’s assistance in identifying the suspect from a Strong Armed Robbery that occurred at 8:34 p.m. last night (Monday June 17th). A female adult resident of Schaumburg was approaching the entrance of a condominium building on the 300 block of South Roselle Road when two male black teens approached. One of the suspects grabbed a gold necklace from the victim’s neck and fled on foot. The victim was not injured. No weapon was displayed.

The suspect is described a male/black, 15-16 yoa, 6’00”, thin build.

SPD detectives are investigating two similar robberies that occurred in Beat 1 last month. Yesterday’s strong armed robbery was in Beat 4. Schaumburg Police Department urges any citizen who may recognize the above suspect or who has information on any of these crimes to call the SPD Investigations Division at 847.882.3534.

Residents are reminded to remain alert in public and immediately report suspicious persons by calling 9-1-1.

Armed Robbery at La Quinta Inn on East Higgins Rd, Schaumburg

Schaumburg police responded about 12:48 AM Friday to an armed robbery at La Quinta Inn, 1730 East Higgins Road Schaumburg, IL. Police received a report that two offenders robbed the La Quinta Inn and took US cash.

The offenders fled in a dark-colored SUV toward Illinois Route 53 — presumably eastbound Higgins Route (Illinois Route 72).

The subjects were described as two male/Hispanic offenders with long hair, and wearing red T-shirts. At least one of the offenders was armed with a black handgun.

Developing … no word available regarding whether the victim was the hotel clerk or a guest.

Schaumburg Traffic Safety and Expanded 4th Of July Safety Program Begins Saturday

Schaumburg, Il – Schaumburg police officers have installed an expanded safety program for this 4th of July holiday. With extra coverage on the street, and using social media, the department aims to prevent citizen injuries and accidents related to 4th of July celebrations. The village wishes to provide residents and visitors the opportunity to enjoy the upcoming holiday in a safe manner.
Beginning Saturday June 29th and running nightly through Saturday July 6th, additional officers will be assigned to traffic safety enforcement patrols. Their primary objectives will be to enforce violations of drunk driving and failure to wear a seatbelt. Both violations could result in serious injury accidents.
During the evening of July 4th, four additional officers will be assigned to patrol and respond to fireworks complaints. The department will employ a zero-tolerance approach to illegal fireworks.

The police departments Community Relations Unit will begin a social media campaign aimed at topics related to traffic and fireworks safety, including a new public service announcement video that will live on the Village’s Facebook page and YouTube. Several varied messages will be shared with the community daily on Facebook (Village of Schaumburg) and Twitter (@SchaumburgIL).

The men and women of the Schaumburg Police Department are working to ensure a happy, healthy, and safe holiday week.

Man Critically Injured in One-Car Crash at Algonquin Rd and Meacham Rd, Schaumburg

Schaumburg police received responded about 9:30 AM Saturday to on vehicle crash near Algonquin Road and Meacham Road, Schaumburg, IL. Police reported that the driver of a vehicle that was westbound on Algonquin Road near Meacham Road lost control and went airborne after hitting a curb. The vehicle landed upright on the parkway, but the victim was entrapped and required extrication operations by Schaumburg Fire Department.

The man, age 75, was transported to Level I Trauma Center Advocate Lutheran General Hospital, and was later listed in critical condition.

The intersection was closed for approximately two hours for an accident investigation.

Schaumburg PD: Armed Robbery Suspects Caught During Undercover Sting Operation Related To Apple iPhone Sales on Craigslist

Two men suspected in a string of armed robberies were arrested Tuesday evening, July 23, 2013 after Schaumburg Police detectives executed an undercover sting operation.

Brandon D. Timberlake, age 26, of the 2300 block of Nichols Road, unincorporated Arlington Heights, and Jay V. Dixon Jr., age 25, of the 8700 block of North Central Park, Skokie, were charged with one count each of felony Aggravated Robbery.

Schaumburg Police Department detectives have been investigating three robberies on June 27 at 7:30 p.m. on the 100 block Idle Wild Court., July 5 at 8:20 p.m. on the 1000 block N. Salem Dr., and July 17 at 8 p.m. on the 2300 block W. Bode Road. The robberies all fit the same pattern. In all three cases the victims had placed ads on Craigslist to purchase used Apple iPhones. The victims all have businesses where they refurbish used cellphones for resale. In these cases the victims were contacted by a “seller” who arranged to meet them in various parking lots in Schaumburg. The suspect would arrive and meet the victim, discuss the purchase, and then display a handgun robbing the victims of their money.

Schaumburg police detectives developed an operational plan and worked with the U.S. Immigration and Customs Enforcement who provided an agent to serve undercover as a cellphone buyer as well as additional agents to assist during the arrest. Schaumburg police detectives obtained information that the suspect(s) had contacted another individual via Craigslist to sell iPhones. A meeting was arranged where the undercover agent took the place of the actual buyer. Suspect Timberlake approached the scheduled visit and initiated a conversation with the undercover agent at which time he was safely taken into custody.

Timberlake was found to be in possession of a realistic looking handgun that actually was a BB-gun. Suspect Dixon was located nearby in a vehicle and taken into custody without incident.

A line-up was conducted with both suspects and the victims. The Cook County State’s Attorney’s Office reviewed the case and approved the charges Wednesday night. Both Timberlake and Dixon were scheduled to appear for a bond hearing at the 3rd District Cook County Court in Rolling Meadows Thursday morning at 9:00 a.m.

Members of the public are reminded that this arrest and complaint contains only charges and is not proof of the defendant’s guilt. A defendant is presumed innocent and is entitled to a fair trial in which it is the government’s burden to prove his or her guilt beyond a reasonable doubt.

GUNPOINT: Armed Robbery at Atcher Park, Near Syracuse Ln and Slingerland Dr, Schaumburg

Schaumburg police responded about 9:50 PM Tuesday to an armed robbery at Atcher Park near Syracuse Lane and Slingerland Drive Schaumburg, IL. Police received a report that a 36-year old male resident of Schaumburg was with his children playing in the west end of Atcher Park. Around 9:45p.m. the victim was approached by a suspect (#1 of three) who asked if he could use the victim’s cellphone. The suspect then displayed a handgun and told the victim and children to get on the ground. The suspect then took the victim’s car keys and fled with two other individuals in the victim’s vehicle which was parked nearby. The victim and children were not injured and they all ran to a nearby home to call the police. The victim’s vehicle was discovered abandoned a short time later in Roselle.

Suspect #1 was described as a male/black 16-20 years-old 5’08” wearing a gray hooded sweatshirt.

An accomplice, Suspect #2, was described as a male/black 16-20 years-old, 5’10” unknown build.

An accomplice, Suspect #3, was described as a male/unknown race,16-20 years-old, unknown heights and build.

The delayed knowledge or entirely blacked out knowledge made possible by encrypted police communications may protect certain police operations and investigations, but it also puts the public at risk in situations such as when armed and dangerous offenders are at large and when other similar situations occur. In other cases, the delayed or blacked out information inhibits or prohibits the possibility of the public providing early witness accounts before a criminal trail goes cold. Citizens are much more likely to recognize or recall suspicious or criminal activity if they are aware of the criminal incident within minutes or hours of its occurrence. The most serious incident involving dire results would be a trail that is allowed to go cold in the case of child abduction.

The lack of real time information from public police dispatch also weakens an effective neighborhood watch program mostly working to prevent property loss, but also working to prevent possible violent crimes.

Police have alternate ways to transmit tactical, operational or investigative information, while still keeping their main public dispatch channels open for the best balance of public safety and police safety.
